Quality Management, including quality assurance and quality improvement activities, is an essential part of managing all organizations. CSM has extensive experience in developing and evaluating systems of quality management in a variety of clinical settings.

Quality Management, including quality assurance and quality improvement activities, is an essential part of managing all organizations. Quality improvement is best characterized as a “perspective” or a “management approach” that encompasses more than just a set of monitoring processes. Quality improvement implies a systematic approach to change in an organization based on empirical measures of quality made along several dimensions. CSM has extensive experience in developing and evaluating systems of quality management in a variety of clinical settings. Recently, CSM completed the development of the outpatient mental health services quality management plan for the State of Maine’s Department of Behavioral and Developmental Services. CSM has also completed similar projects for hospitals and community provider agencies.

Regulatory Compliance and Accreditation

External oversight is in the nature of the healthcare business. For most healthcare organizations on-going compliance with local and state regulations has been expanded to include adherence to one or multiple federal guidelines.

Expert Witness

Related to its work assisting organization with quality management and regulatory compliance, CSM has developed a strong record providing Expert Witness review and testimony

Working primarily with state agencies involved in class action lawsuits, consultants with CSM have provided a range of primary and secondary reviews of state treatment facilities and funded community programs. A list of recent engagements include:

  • Completed a review and provided expert witness consultation on conditions at a Human Development Center for the Attorney General’s Office of the State of Arkansas
  • Completed a utilization management review of the Medicaid reimbursement model guidelines employed the State of West Virginia for individuals with serious and persistent mental illness
  • Completed a review of the state hospital and community service system for the Attorney General’s Office of the State of Maine
  • Completed a review of the state hospital and community service system for the Attorney General’s Office of the State of Florida
  • Completed a review of the state hospital and community service system and its capacity to care for special needs populations for the Attorney General’s Office of the State of Connecticut
  • Completed the development of the outpatient mental health services quality management plan for the State of Maine’s Department of Behavioral and Developmental Services
  • Completed a review of the Intermediate Care Facilities System for the Developmentally Disabled and the Home and Community Waiver for the Attorney General’s Office of the State of Florida
