Overview

Consultation services provided by CSM usually begin with the completion of a comprehensive “Functional Assessment.” The Functional Assessment process is designed to provide Executive Management with a clear, accurate and detailed picture of an organization’s administrative, business and clinical operations. Areas of focus typically include a review of the quality and efficiency of clinical delivery systems, organizational structure, billing and related fiscal activities and infrastructure. When applicable, CSM will complete a review of the local community marketplace and an assessment of area competitors. Upon request, the process can be modified to assess individual programs and/or service lines within an organization.

Process

The primary methods for completing the assessment process are individual and group interviews along with document and chart review. In addition to key agency personnel, CSM will also interview identified community providers/competitors, local private practitioners, state officials and representatives from organizations that present significant opportunities for affiliation and partnership.

Outcomes

CSM provides organizations with a detailed written report of its findings including clear strategic recommendations for enhancing fiscal and operational efficiencies, maximizing resources and resolving identified problem areas. As part of this “Strategic Action Plan,” CSM prioritizes potential opportunities for future service development and/or collaborative/joint venture projects through partnership and affiliation. All recommendations include an outline of specific action steps and an estimate of the costs to implement effective changes. CSM will assist Executive Management with the development of fiscal and programming “Report Cards.” 

Timing and Measures

The “Timing and Measures” document is a critical element in the completed “Functional Assessment” process. Each recommendation identified by CSM and approved by Executive Management is clearly translated into a series of measurable action steps with designated time frames and anticipated project outcomes. Individual accountability and estimates of required resources are indicated as required. Multiple organizations have used the document to track and monitor the successful implementation of the “Strategic Action Plan.”

Implementation

In most situations, CSM is capable of assisting an organization in the implementation of the strategic recommendations identified during the “Functional Assessment” process. From project leadership to technical assistance and support, consultants from CSM are available to ensure the successful implementation of project goals and objectives in a timely and efficient manner.
